On March 7, 2024, at 09:18 AM, I was working as a State Trooper with the Florida Highway Patrol. At the time, I was operating my assigned patrol car, FHP1389. FHP1389 is equipped with a full light bar that flashes blue and white lights, and it also displays the paint scheme prescribed to the Florida Highway Patrol, known as the "Black and Tan". Additionally, FHP1389 is marked with "State Trooper".

Around 9:15 AM, while traveling southbound on CR-876 (commonly known as Gunnery Rd S.), I observed a brown Chevy Equinox with a Florida tag of 17BEUK. What drew my attention to this Chevy was a smoke-like substance emitting from the driver-side window. I could smell the odor of burnt marijuana. I positioned my patrol car directly beside the Chevy and observed a black male holding what appeared to be a hand-rolled "joint" in his right hand, moving it away from his mouth. As the male noticed my patrol car, he applied the brakes, slowing down below the speed limit of 45 MPH. I applied my brakes and waited for the Chevy to pass me. After it passed, it made a right turn onto Leonard Blvd South. Upon reaching the intersection of Gretchen Ave, I activated my emergency lights and siren.

The driver of the Chevy failed to stop and continued driving west on Leonard Blvd with me behind, lights and siren activated. The driver maintained a speed of 35 MPH, below the posted speed limit. As other traffic yielded to my lights and siren, it was clear the driver was being signaled to pull over.

The pursuit continued until the Chevy reached the intersection of Hightower Ave, where it made a left turn, heading south. At this point, I notified the Fort Myers Regional Communications Center that I was in pursuit. The pursuit continued at low speeds of 25 to 35 MPH until the Chevy reached 26th Street SW. As the Chevy began traveling west at 25 to 35 MPH, I performed a Precision Immobilization Technique (P.I.T.) maneuver, successfully bringing the SUV to a stop in front of 4619 26th St SW.
